Public Hearing
PZC2012-8 Application for Special Permit to allow Class 5 alcohol permits for charitable organizations at 24 Old Farms Road (Map 23 Lot 46 Zone R80) Owner: Willington Hill Fire Department Applicant: Friends of the Willington Public Library (Received February 21, 2012 Public Hearing March 20, 2012 Decision within 65 days after close of P.H.)
The Friends of the Willington Public Library were present.  A. Marco asked for clarification on the application; is it for a one-time permit or an open permit. Mary Bowen referred to the letter submitted by the Friends of the Willington Public Library and A. Marco read it into the record.  The applicant is asking for a special permit for this annual event only at the location specified to be held each and every year; they do not want to come back each year for the special permit.  A discussion was held on the class 5 alcohol permit.  A discussion was held on charitable organizations. S. Yorgensen said the permit could be for up to 8 functions for charitable organizations if approved.  
Vincent Tougas, the President of the Willington Hill Fire Department, was present.  He said he was not aware of the letter that was sent to the Commission and it was not part of his agreement with the Friends of the Willington Library.  Mr. Tougas said all events have to go to the membership for approval.  A discussion was held on the application and A. Marco said if the Special Permit s granted the Willington Hill Fire Department still has the final word on whether or not the event is held at the Willington Hill Fire Department.  
Mr. Tougas and the Commission reviewed the application.  A discussion was held on possible conditions of the application.  
J. Sullivan motioned to close the Public Hearing.  E. Standish seconded the motioned. All in favor.  Motion carried.  
Regular Meeting
Andrew Marco called the regular meeting to order.  Doug Roberts was seated for Matthew Ellis.
New Business
PZC2012-12 8-24 Review Pick-up and Drop-off Parking Lot at Center School 12 Old Farms Road site walk on March 20, 2012 at 5:30
The Commission motioned to move PZC2012-12 to Old Business.  All in favor.  Motion carried.
PZC2012-17 Application for 1 lot re-subdivision at 112 Willington Hill Road (Map18 Lot 62 Zone R80) Owner/Applicant Melanie Ellis (Received March 6, 2011 Public Hearing April 3, 2012 Decision within 65 days after close of P.H.)
Public Hearing is set for April 3, 2012.
PZC2012- 18 Application for Special Permit for gift shop, yoga, meditation, Reiki & massage, acupuncture & educational events for self-improvement purposes at 8 Tolland Turnpike (Map30 Lot 11 Zone DC) Owner: Theodore Wrubel Applicant: Pamala J. Public Hearing is set for April 3, 2012.
PZC2012-14 Application 5 lot re-subdivision at 476 Tolland Turnpike & Meadow Lane (Maps 16 & 21 Lot 22 Zone R80) Owner/Applicant: Ridgeview Willington, LLC (Received March 6, 2012 Public Hearing by April 17, 2012 Decision within 65 days after close of P.H.)
Application was received. Public Hearing is set for April 17, 2012.
PZC2012-19 Application sign permit at 11 Phelps Way (Map 30 Lot 14 Zone DC) Owner: Roger Talbot Applicant: Tolland Fitness & Zumba Received March 20, 2012 P.H. or decision by May 1, 2012)
Application received and tabled.  
PZC2012-20 Application 1 lot subdivision at 298 Tolland Turnpike (Map 22 Lot 37 Zone R80) Owner/Applicant: Christopher Chaplin (Received March 20, 2012 Public Hearing or decision by May 1, 2012)
A discussion was held on setting a Public Hearing.  E. Standish motioned to set the Public Hearing for May 1, 2012.  P. Nevers seconded the motion.  All in favor.

Old Business
PZC2012-12 8-24 Review Pick-up and Drop-off Parking Lot at Center School 12 Old Farms Road site walk on March 20, 2012 at 5:30
The Commission conducted a site walk before tonight’s meeting. A. Marco gave the characteristics of the location; the location is the northwest corner of the school which is an old field with minimal change in the grade.  He explained to the commission that their job is to submit a recommendation to the Board of Selectmen.  A discussion was held and application was tabled until later in the meeting.

A discussion was held on the application and conditions of an approval.  
E. Standish motioned to approve PZC2012-8 with the condition that all events are to be approved by Willington Hill Fire Department prior to the event being held.  A discussion was held.  J. Sullivan seconded the motion.  Discussion was held on the state permit.  Application amended; for future applications, written approval is required from Willington Hill Fire Department.   All in favor.  Motion carried.  
PZC2012-15 Application sign permit at 470 River Road (Mobil Station) (Map 34 Lot 9B Zone R80) Applicant: Ready Imaging, Inc (Received March 6, 2012 Decision by May 1, 2012
W. Parsell visited a nearby location with the same lighting proposed and presented pictures to the Commission.  He said very little additional lighting is put off by the canopy, more of a blue glow.  A. Marco concurred with W. Parsell’s findings.  J.Sullivan said he looked at a site in New Hampshire and found the same conditions.  
J. Sullivan motioned to approve PZC2012-15 Application sign permit at 470 River Road (Mobil Station).  P. Nevers seconded the motion.  All in favor. Motion carried.
A discussion was held on an additional Mobil sign.  The Commission agreed that it was part of the original application and motion carried.

S. Yorgensen asked if the Commission if they would like a copy of the letter from the attorney in regards to the sign violations and they agreed that they would like to see it.  A discussion was held on the special permits and the signage. A discussion was held on signage in various towns.  A discussion was held on a sign committee.  A discussion was held on neon signs.  The Commission agreed to look at the email from the attorney before making a decision.

The Commission discussed possible recommendations from the site walk which included their concerns on the stonewalls, (original construction methods recommended), trees in the area of the stonewall are of concern, and they would like to see a stairway to the school which should include a handrail.  The Commission would also like to see pervious surfaces other than gravel in the parking lot.    The Commission will draft a letter to the Board of Selectmen based on their review after the next meeting.

P. Nevers motioned to approve the minutes.   J. Sullivan seconded the motion.  All in Favor.  Motion carried.

Appointment of Interim Agent
Martha Fraenkel, the proposed Interim Agent was present.  She said she lives in Storrs, Connecticut, worked in Willington from 1987 to 1989 and continued in the same field with the town of Hampton for 18 years.  She also worked for the DEP for 11 years in various departments but is currently retired.  
A discussion was held on Green Hills Recycling.  S. Yorgensen said she has received their Mylar’s and is now waiting for their bond.
